By creating a new test site as Bob suggested, and slowly applying changes, I tracked down the cause of the problem.
I had set the tag prefix to “@”.
(I’m not really using them as typical tags, and wanted a more neutral slug in the URL.)
While that was accepted, it actually set the tag prefix to “”.
And an empty tag prefix, for whatever reason, caused posts to not appear in the sitemap.
