The use of “&” in headings, and their ID

Different markdown rendering agents handle headings with “&” differently it seems. I found out the hard way that it may generate the heading id as per example:

accountability & transparency
```
accountability-transparency
accountability-and-transparency
accountability--transparency
```
The latter is the way it gets rendered in publii.
