The use cases are largely different, in my view. Ghost offers community-building and subscription / monetization options right out-of-the-box, but have hefty hosting requirements (especially since it operates on a modern, non-LAMP stack). Publii, on the other hand, seems like a straight-forward option if you want a basic site or blog without significant community-building and monetization / commercialization options right out of the gate.
